Late Forwarding Instruction - Overseas Customs Filing Regulations

Late Forwarding Instructions

ANL would like to remind clients of the current rules and regulations in relation to the receival of Forwarding Instructions for all our trade lanes and the penalties in place for late lodgement of Forwarding Instructions.

Over the past few years Customs departments in many destinations have implemented procedures where the Shipping Lines (Carriers) have to lodge final manifest data before the vessel arrives at the port of loading, and before containers can be loaded on board the vessel. Failure by carriers to follow these regulations can lead to heavy penalties for which we would have no choice but to pass on to the party responsible for the late lodgement of the Forwarding Instruction.

Unfortunately, despite numerous reminders by our documentation department, we are finding that Forwarding Instructions continue to be sent late which is impacting on the level of service we would like to maintain for our clients, and to enable us to abide by the Customs rules and regulations at the port of discharge. In many cases we are finding that three reminders are being sent before any action is taken by shippers.

We are left with no option but to put this action into place and below are the deadlines that we ask you to follow to avoid the fee late Forwarding Instruction fee and potential short shipments and customs fines.

• For USA & Canada destinations, we require Forwarding Instruction to be received no later than 48 hours before vessel ETA into Port Of Load.

o For vessels arriving on Sunday / Monday and Tuesdays the Forwarding Instruction will need to be received by Friday at 1000 Hours.

o Failure to do so will attract a fee of AUD$250.00 as from the 1st June 2017.

• For Europe, Japan and China destinations, we require Forwarding Instruction to be received no later than 48 hours before vessel ETA into Port Of Load.

o Failure to do so will attract a fee of AUD50.00 which has been in place since the 19th April 2016.

• For all other destinations including Coastal Bookings we require FI’s to be received no later than vessel ETD at the Port Of Loading.

o Failure to do so will attract a fee of AUD50.00 which has been in place since the 19th April 2016.

We would also like to remind clients that that if a container is short shipped due to a Late Forwarding Instruction, all terminal operational costs will also be invoiced to the shipper / paying party.

In the event that a Late Forwarding Instruction fee / operational costs are applicable they will be included on the invoice along with the freight and other shipping charges.

We appreciate your understanding in this matter and look forward to your continued support.
