Notice To Shippers
Safety Of Life At Sea (SOLAS) /Verified Gross Mass (VGM)
Australian Procedure
General

ANL Container Line and ANL Singapore (“ANL”) customers should be aware of the upcoming introduction of the SOLAS / VGM container weight regime as of 1 July 2016.

For a useful summary of the SOLAS VGM regime requirements that will be in effect from 1 July 2016 please see the attached Factsheet dated 1 April 2016 as issued by Shipping Australia Limited.

Another useful industry summary is provided by the Flinders Adelaide Container Terminal on their website at: www.flindersact.com.au/downloads/vgm_circular.pdf

Ocean Carrier Requirements

As an ocean carrier / bill of lading issuer from 1 July 2016 ANL will require the following VGM container information to be provided to us by each shipper (either directly to ANL or via a third party source – for example 1-Stop or the terminal) in time for us to plan the loading and stowing of containers:

1. The name and contact details of the shipper on the bill of lading for the container,

Note 1. The shipper on the VGM declaration must be the same as the shipper listed on the bill of lading.

Note 2. Where a shipper uses an agent to arrange its cargo, the name and contact details of the person authorised by the shipper must also appear on the VGM – as well as the named shipper.

2. The verified gross mass of the container, and

3. The method used to obtain the VGM of the container (Method 1 or Method 2).

Australian Terminals and 1-Stop Requirements

As ANL understands it the main container terminals in Australia will comply with their SOLAS VGM obligations through the 1-Stop PRA validation process. Under this process a shipper will be required to submit an electronic certificate and tick various boxes on the electronic form at the time the PRA is created. Should the shipper not be able to provide a complying VGM declaration at that time then, as we understand it, the container will not receive a PRA and will not be permitted to enter the container terminal.

Please also refer to the 1-Stop website LINK https://www.1-stop.biz/news/the-vgm-and-what-it-means-for-you/ to understand their specific VGM requirements.

ANL trusts that this information is of assistance for our valued customers in the lead up to the introduction of the SOLAS VGM regime commencing on 1 July 2016.
