Sea Cargo Manifest Regulations – India

Please be advised that regulatory changes to Sea Cargo Manifests for all cargo arriving on vessels to & from India come into effect as of 1st August 2019. The implementation impacts all cargo imported, exported and including FROB (Freight Remaining on Board) at all Indian Ports.


Key points to be guided by are summarised as follows:


Departure Manifest: Export Manifests are now required to be submitted to Indian Customs prior to vessel departure from any port of loading in India.


Arrival Manifest: The Import Manifest is now required to be submitted to Indian Customs no later than 48Hrs prior to the departure of vessel from the last foreign port of call. In order to adhere to this we request all shipping instructions are submitted to ANL for processing no later than 72Hrs from this point and include the following mandatory information:


• HS Code – 6 Digit HS (Harmonized) Code


• IEC Code – Importer / Exporter Code for Consignee / Indian Customer


• PAN Number – Permanent Account Number of the notify party (if from India)


All information listed above must be submitted (including HBL details or amendments) within the given time frames in order to comply. Cargo not deemed to comply risks being shortshipped or being retained onboard and discharged elsewhere until all requirments are satisfied at shippers cost.
